This tutorial will teach you how to make an animation repeat constantly throughout a flash movie, even when you tell another symbol to stop, the animation will continue.

Open up an existing flash video and create another layer in the timeline that you want to put the animated object on. Find where you want the animation to appear in the timeline and create a keyframe (F6). Now you will just want to create one layer of the image you want to animate. In order to make objects continue animating while all else stops in the timeline, you will need to convert this to a movie clip. Go ahead and do this by pressing F8 and selecting Movie Clip as it's behavior. Also name it (I will name mine "anim", and the "Registration" option is basically where you want the center reference point to be (this would be used when rotating an object, moving this to a corner would make it rotate around its corner). For my example, I will be leaving the registration as default in the middle.

Now you have your object in a new layer and it should be in it's own movie clip now. If it is, make sure you are looking at it in its own movie clip (you can make sure by double clicking on it and making sure that it says whatever you named it in the area circled in red in the next image). Making this a movie clip pretty much makes it its own movie within a movie. Now you can just make an animation using motion tweening or however you like in here and it will work. For my example I'll make a red box spin while other text will appear and stop. After the other text stops, notice that the animated object keeps going. The text is not included in the movie clip with the red box.

Here is my example flash video:
